Keeping with the spirit of the
Bill of Rights
, here is the keep it simple iniative:
Initiative 2006: School Freedom and Funding Equality Initiative
Purpose: To bring fairness, equality, and choice to the children of Ohio with regards to their education.
Solution:
1. Using the current year's Education budget as a base, that amount will be divided by the number of students statewide to put the funding on a per capita basis, ie $10,000/yr/Student. This will bring equality to all students as far as funding. If property taxes are not the appropriate way to raise revenues then a sales or income tax should be used, if cuts in other programs won't provide the funding.
2. That per capita amount will be increase each year by the appropriate inflation rate such as the CPI-U or CPI-All.
3. Special needs children will be given additional funding as determined by a special needs board. No child will be left behind.
4. The Voucher will be good for one year's education at the school of the parent's choosing, and good for up to that year's per capita value.
5. To ensure efficiency and competition, if the tuition of the chosen school is less than the maximum amount allowed by the voucher/scholarship, the difference will be split between the State and the Student. The State will deposit the Student's portion into a 529 College Savings account, and could be used for a higher education at any of the State Colleges or Technical Schools. For instance if the Voucher is worth $10,000/yr and the tuition at St Mary's if $5,000/yr, the $5,000 difference is split between the State and the Student. The State saves $2,500 and the Student gets $2,500 deposited into a 529 account with THEIR NAME ON IT.
6. To ensure quality, all schools accepting a school voucher must be a member of an
independent trade organization
which is responsible for ranking and rating the schools, and publicizing the results to parents. This organization would produce reports similar to the Good House Keeping Seal of Approval or the Princeton Review of Top Colleges.

The first aforestated power reserved by the people is designated the initiative, and the signatures of ten per centum of the electors shall be required upon a petition to propose an amendment to the constitution.

Step #1 to Victory:
We have given the State and Political Parties long enough to solve the School Fundings issue. Just how complicated is the principle of equality to these people? Simply give every school child a voucher good for 1 yr of education through the school of their choice, good for up to current State Average of about
$10,000/year so.
Adjustments would be made for excessive travel costs the the Handicapped. Treat our public school system like the student loan system. Base acceptance and performance upon Merit.
To force this issue, we should pass over the Legislature and go directly to the people. Politicians will never tackle the thorny issue of school choice/vouchers/scholarships. The unions are simply too threatening and powerful. Let the voters decide. Take School Choice directly to the voters.
Step #2 to Victory:
Put the politicians between a rock and a hard place. File a Class Action Lawsuit for all the underprivledged for loss of income over a lifetime due to the poor quality education they recieved at the hands of the Public School System. Educational Malpractice would be the charge. In addition, all winnings would go to fund scholarships for children to attend private schools. This has all the ingredients of a sure fire winner, we would be fighting for the underprivledged (unlike the Florida case that is just for Black students), we would be fighting to provide children better educations, we would be fighting for school choice and greater freedom, we would be fighting for democracy and putting the vote in the hands of the people.
We could call this the Emancipation Proclamation for Inner City School Children; We are freeing them from shackles of the ineffective and inefficient Public School System. A mind is a terrible thing to waste, and as long as minds remain in inner city public schools the wasting will continue.

D.C. School Vouchers Advancing
The House Appropriations Committee on Monday passed a District of Columbia spending bill which includes a provision to give about 2,000 low-income students in the public school system scholarships of up to $3,200 to attend a public or private school in D.C. or neighboring Maryland or Virginia. Another 2,000 would get up to $500 for tutoring.

Little did I know when I published an article in 1955 on "The Role of Government in Education" that it would lead to my becoming an activist for a major reform in the organization of schooling, and indeed that my wife and I would be led to establish a foundation to promote parental choice. The original article was not a reaction to a perceived deficiency in schooling. The quality of schooling in the United States then was far better than it is now, and both my wife and I were satisfied with the public schools we had attended. My interest was in the philosophy of a free society. Education was the area that I happened to write on early. I then went on to consider other areas as well. The end result was "Capitalism and Freedom," published seven years later with the education article as one chapter.

Note how bogus this report is. It claims that Voucher Students "fared no better than their public-school peers." The whole purpose is to rescue children from failing public schools. These children were failing, or in failing schools, and have been brought up to average. That is a success. This is an example of the dangers of a reporter that simply reports what they are told instead of understanding the numbers and issues. Average is a success, considering the fact that vouchers are only given to below average schools and children. The real comparison is to compare the voucher children to the children that remained in the school that they left. That would be an apples to apples comparison.
