COLUMBUS | —The Ohio House on Tuesday became the first state legislative body to give formal support to a proposed constitutional amendment to count only U.S. citizens when it comes to apportioning U.S. House seats among the states.

The vote on the resolution was 71-24, with all no votes coming from Democrats. The resolution, which now goes to the Ohio Senate, urges Congress to support the amendment.

Rep. Kevin DeWine, R-Fairborn, the resolution's sponsor, said the proposed amendment is about "fundamental fairness" and "is in no way intended to be anti-immigrant or anti-immigration."

Rep. Michael Skindell, D-Lakewood, disagreed.

"This resolution makes political scapegoats out of immigrants, whether legal or illegal," said Skindell, who voted no.

DeWine said Ohio and other states lose U.S. House seats because they does not have as many immigrants — legal and illegal — as states such as California, New York and Texas. Currently, all residents, including illegal immigrants, are counted when U.S. House seats are apportioned among the states after each 10-year census.

Ohio lost one U.S. House seat after the 2000 census and now has 18. It could lose two more after the next census, supporters of the resolution have said.

DeWine said the loss of a U.S. House seat means Ohio loses a voice to provide congressional support for the auto industry and Wright-Patterson Air Force Base.

Rep. Peter Ujvagi, D-Toledo, a naturalized citizen who came to the U.S. from Hungary when he was eight, said the resolution was a "wedge issue" that would divide Americans.

A constitutional amendment requires passage by a two-thirds vote in the U.S. House and U.S. Senate and ratification by 38 states.

Also Tuesday, the Ohio House gave final approval to a bill restricting public access to county coroner records. Under the bill, autopsy photos, suicide notes and preliminary autopsy and investigative notes would be available only to the deceased's relatives, insurance companies and journalists and journalists could not make copies. The general public will have access only to final coroner reports.

Gov. Bob Taft intends to sign the bill, his spokesman said.

This doesn't sound like a topic that would be sponsored our of the "house of DeWine."

U.S. Reps represent their constituents.  They are voted in by those ABLE TO VOTE.  

I think if you don't have the ability to VOTE, why should you be represented?  In the case of Children, they are under the care of their parents, who may have the ability to vote or not.

What you would have is an unequal number or representatives in a state, representing people that can't even vote for them.  In the case of California, this would emencely inflate their representation.  Immigrants are covered by rights in the Constitution, but they shouldn't be able to influence changes to the fabric of our nation if they aren't even citizens. This could be fatal.

Major questions must be asked when this is considered.

Who is entitled to Representation?

Are immigrants considered Migrants?

Should "permanent residents" be counted?

What about ILLEGAL immigrants?

Like I have been saying...the tax increases set for January 1st are so voluminous that it can be overwhelming.
Absent action by Washington the effect will be mind-boggling and terribly oppressive to the economy.

Ok, I followed your link and went to the article by Ryan Ellis. He offers this chart:

He claims "Personal income tax rates will rise." He gives us a chart:

- The 10% bracket rises to an expanded 15%
- The 25% bracket rises to 28%
- The 28% bracket rises to 31%
- The 33% bracket rises to 36%
- The 35% bracket rises to 39.6%

This is a sure sign of silliness or Demagoguery.

As I understand it, PLEASE CORRECT ME IF I AM WRONG, only those making more than $250,000 annually will see their tax RATES rise.

So, If I make $251,000 my tax will go up $40. Geez, where will I find this $40 if I'm earning only $250k/yr?
My local school taxes next year, if the new levy passes, will probably go up 4 times this.

WASHINGTON (Reuters) – The Congress will likely act to extend tax cuts for the middle class to avoid choking off the fragile economic recovery, key congressional Democrats said on Tuesday.

House Democratic Leader Steny Hoyer said he expected the House of Representatives to push to extend middle class tax cuts before they expire at year end, but suggested cutting taxes for the wealthy is less urgent.

"What you want to do is stimulate at this point in time, so you certainly do not want to increase taxes on the middle class, middle-income working Americans," Hoyer told reporters.



Can you provide any evidence from a credible source, that the Democrats or Obama intend to raise taxes on middle-class Americans. If not I will conclude that your source is simply lying.
