Operation Sidewinder. It sounds like a Hollywood spy movie starring Harrison Ford.

For a long time, Sidewinder moldered on the shelf as just another conspiracy theory.

In reality, Sidewinder was a controversial report put together by a small but hard-working team of RCMP and CSIS (Canadian Security & Intelligence Service) officials.

It was Sidewinder that sounded the first alarm bells that China is one of the greatest ongoing threats to Canada’s national security and Canadian industry.

But even after Sidewinder was side swiped by former Prime Minister Jean Chretien, intelligence proves that there is no doubt that an active Chinese Intelligence Service has been able to gain influence on vital sectors of the Canadian economy, including real estate, high technology and security. The bottom line is that this unprecedented influence gave China ongoing access to economic, political and some military intelligence in Canada.

Operation Sidewinder met with a fate that silenced ringing alarm bells. Officially entitled Chinese Intelligence Services and Triads Financial Links in Canada, it was buried. Following orders from persons unknown, CSIS watered down Sidewinder’s worrisome conclusions and replaced it with a revised document called, Echo.

CSIS officials maintain that they buried Sidewinder because it relied on nothing more than conspiracy theories--even though http://www.asianpacificpost.com heralded the news in August 2003 that some 3,500 Chinese spy companies had been identified operating in Canada and the United States.

While CSIS claimed that conspiracy caused them to go mum, other intelligence sources are saying that political pressure forced CSIS to abandon the Sidewinder report.

Prominent among Sidewinder’s case studies was The Chinese, state-owned China International Trust Investment Company (CITIC), which already has a subsidiary up and running in Canada. CITIC has spent about $500 million to buy a Canadian pulp mill, a petrochemical company, vast real estate and hotels. At the time of the Sidewinder report. CITIC already had connections with one large Canadian corporation.

Add to that portfolio, the Alberta oil sands, ownership of which is currently being contemplated by a state-owned Chinese company and a Toronto-based mine company, Noranda Mines–a deal worth more than $7 billion.

Sidewinder found that significant amounts of arms, manufactured by a CITIC-controlled company, have been confiscated on Mohawk reserves.

Chinese tycoons have gained solid influence in municipal politics and development through their ownership of large chunks of real estate and hotel chains in key urban centres like Toronto.

Vancouver is now considered the North American gateway for China’s state-owned COSCO shipping company.

Both U.S. Senate and Canadian intelligence sources have described COSCO as “the merchant marine for China’s military”.

According to U.S. Intelligence reports, COSCO vessels do not just transport Oriental bric-a-brac. COSCO vessels have been caught carrying assault rifles into California and biological-chemical weapons components into North Korea, Pakistan, Iraq and Iran. Add to these disturbing events that Canadian law enforcement agencies have kicked in with hard-line information that Chinese Triad criminal elements are active in and around Canada’s ports.

JERUSALEM – President Obama's nominee for a top intelligence post sits on the board of a major oil company owned by the Chinese government that is widely seen as conducting business deals meant to expand China's influence worldwide, WND has learned.

Charles "Chas" Freeman, the U.S. ambassador to Saudi Arabia during the first Gulf War, is slated to head the U.S. National Intelligence Council. The NIC is a crucial component of the U.S. intelligence apparatus, serving as the center for midterm and long-term strategic thinking within the American intelligence community. It provides intelligence briefs for Obama and key U.S. agencies and produces reports that help determine American policy on crucial issues, such as Iran's nuclear program.

Freeman is on the board of the China National Offshore Oil Corporation, or CNOOC, which in 2005 tried to purchase the ninth largest oil firm in the U.S. while he was a member. The merger was halted following bipartisan congressional opposition amid fears the deal would harm American national security interests.

The Chinese oil firm also has been accused of multiple human rights violations.

Russian and Chinese spies have infiltrated our electrical sockets.

Cyberspies from these and other countries have hacked into the U.S. electrical grid and planted bugs that could be switched on to disrupt the system, according to a published report.

"The Chinese have attempted to map our infrastructure, such as the electrical grid," a senior intelligence official told the Wall Street Journal. "So have the Russians."

US admiral concerned about China military buildup

HONG KONG — A U.S. Navy admiral expressed new concern Friday over China's military buildup and urged Beijing to be clearer about its intentions.

With China's military growing at an "unprecedented rate," the U.S. wants to ensure that expansion doesn't destabilize the region, Rear Adm. Kevin Donegan told reporters on a visit to the Chinese territory of Hong Kong.

Donegan referred to China's expanded weaponry. His remarks echoed the concerns of other U.S. military leaders who have said the growth in China's military spending — up almost 15 percent in the 2009 budget — raises questions about how Beijing plans on deploying its new power.

"When we see a military growing at that rate, we're interested in transparency and the understanding of the uses of that military," said Donegan, commander of the USS George Washington aircraft carrier strike group, a key part of the U.S. Pacific Fleet.

Donegan's comments come as a top Chinese general visits the United States on a mission to strengthen trust between the two militaries and dispel U.S. concerns about the growth of the People's Liberation Army.

Xu Caihou, the PLA's second-highest ranking officer, told President Barack Obama on Wednesday that ties between the two countries' militaries play "an important role in enhancing strategic mutual trust and deepening their pragmatic cooperation," according to Chinese media reports.

China has boosted military spending by more than 10 percent annually for almost two decades, and the official figure of $71 billion this year is thought by many analysts to represent only a portion of total defense spending. It still amounts to only a fraction of U.S. defense spending.

If I was smarter I might conclude that Soros has figured out how to profit when countries are vying for power and that having the U.S. as the lone superpower has cut into his profit making capability; it hasn't eliminated it by any means, but more is better as they say.

Cyber Experts Have Proof That China Has Hijacked U.S.-Based Internet Traffic

For 18 minutes in April, China’s state-controlled telecommunications company hijacked 15 percent of the world’s Internet traffic, including data from U.S. military, civilian organizations and those of other U.S. allies.

This massive redirection of data has received scant attention in the mainstream media because the mechanics of how the hijacking was carried out and the implications of the incident are difficult for those outside the cybersecurity community to grasp, said a top security expert at McAfee, the world’s largest dedicated Internet security company.

In short, the Chinese could have carried out eavesdropping on unprotected communications — including emails and instant messaging — manipulated data passing through their country or decrypted messages, Dmitri Alperovitch, vice president of threat research at McAfee said.

Nobody outside of China can say, at least publicly, what happened to the terabytes of data after the traffic entered China.

The incident may receive more attention when the U.S.-China Economic and Security Review Commission, a congressional committee, releases its annual report on the bilateral relationship Nov. 17. A commission press release said the 2010 report will address “the increasingly sophisticated nature of malicious computer activity associated with China.”

Said Alperovitch: “This is one of the biggest — if not the biggest hijacks — we have ever seen.” And it could happen again, anywhere and anytime. It’s just the way the Internet works, he explained. “What happened to the traffic while it was in China? No one knows.”

The telephone giants of the world work on a system based on trust, he explained. Machine-to-machine interfaces send out messages to the Internet informing other service providers that they are the fastest and most efficient way for data packets to travel. For 18 minutes April 8, China Telecom Corp. told many ISPs of the world that its routes were the best paths to send traffic.

For example, a person sending information from Arlington, Va., to the White House in Washington, D.C. — only a few miles away — could have had his data routed through China. Since traffic moves around the world in milliseconds, the computer user would not have noticed the delay.

This happens accidentally a few times per year, Alperovitch said. What set this incident apart from other such mishaps was the fact that China Telecom could manage to absorb this large amount of data and send it back out again without anyone noticing a disruption in service. In previous incidents, the data would have reached a dead end, and users would not have been able to connect.

Also, the list of hijacked data just happened to include preselected destinations around the world that encompassed military, intelligence and many civilian networks in the United States and other allies such as Japan and Australia, he said. “Why would you keep that list?” Alperovitch asked.

The incident involved 15 percent of Internet traffic, he stressed. The amount of data included in all these packets is difficult to calculate. The data could have been stored so it could be examined later, he added. “Imagine the capability and capacity that is built into their networks. I’m not sure there was anyone else in the world who could have taken on that much traffic without breaking a sweat,” Alperovitch said.

McAfee has briefed U.S. government officials on the incident, but they were not alarmed. They said their Internet communications are encrypted. However, encryption also works on a basis of trust, McAfee experts pointed out. And that trust can be exploited.

Internet encryption depends on two keys. One key is private and not shared, and the other is public, and is embedded in most computer operating systems. Unknown to most computer users, Microsoft, Apple and other software makers embed the public certificates in their operating systems. They also trust that this system won’t be abused.

Among the certificates is one from the China Internet Information Center, an arm of the China’s Ministry of Information and Industry.

 “If China telecom intercepts that [encrypted message] and they are sitting on the middle of that, they can send you their public key with their public certificate and you will not know any better,” he said. The holder of this certificate has the capability to decrypt encrypted communication links, whether it’s web traffic, emails or instant messaging, Alperovitch said. “It is a flaw in the way the Internet operates,” said Yoris Evers, director of worldwide public relations at McAfee.

No one outside of China can say whether any of these potentially nefarious events occurred, Alperovitch noted. “It did not make mainstream news because it is so esoteric and hard to understand,” he added. It is not defined as a cyberattack because no sites were hacked or shut down. “But it is pretty disconcerting.”

And the hijacking took advantage of the way the Internet operates. “It can happen again. They can do it tomorrow or they can do it in an hour. And the same problem will occur again.”

NYT: China Engaged in Corporate Cyber Attacks

VoA News: The New York Times newspaper says that some of the diplomatic cables released by WikiLeaks detail how China’s top political decision-making body, the Politburo, directed an attack on Google’s computer systems.

The New York Times reports that one cable says a Chinese source told the American Embassy about the government’s involvement in January. The report quotes cables that say the Google attack was part of a coordinated campaign of computer sabotage that was carried out by government operatives, private security experts and Internet outlaws recruited by the Chinese government.

The cables say that since 2002, the coordinated government-led campaign has broken into American government computers and those of Western allies, the Dalai Lama and American businesses.

China has denied any involvement in the Google attack. At the time, Google did not specifically name the Chinese government, but said the attack originated in China and was highly sophisticated

Washington Man Charged in Connection with Attempts to Ship Sensitive Military Technology to China

Man Arrested in FBI Sting Operation After Attempting to Smuggle Parts Out of United States

SEATTLE—A Woodinville, Washington man made an initial appearance in U.S. District Court in Seattle today following his arrest in connection with an attempt to smuggle sensitive military technology to the People's Republic of China.

Lian Yang, 46, came to the attention of the FBI early last year when agents were tipped that Yang was looking for a way to purchase and smuggle certain restricted parts from the United States. Law enforcement agents and a person working with law enforcement posed as possible sources to monitor Yang’s efforts. Yang was arrested on Dec. 3, 2010, when he was scheduled to meet with undercover agents to exchange cash for five of the parts he had ordered. Yang is charged by complaint with conspiracy to violate the Arms Export Control Act.

“The Arms Export Control Act is a critical safeguard for our nation. Our national security and economic competitiveness rely on vigorous protection of our sensitive technologies,” said U.S. Attorney for the Western District of Washington Jenny A. Durkan. “I commend the FBI and Homeland Security Investigations (HSI) for their work on this case.”

According to the complaint unsealed today, Yang attempted to purchase and export 300 radiation-hardened, programmable semiconductor devices that are used in satellites. The parts are export restricted and require export license or approval from the U.S. State Department authorizing the export of these items. Yang contemplated creating a shell company in the United States that would appear to be purchasing the parts, concealing the fact the parts were to be shipped to China. Yang planned that false purchase orders would be created indicating that parts that could legally be exported were being purchased, not restricted parts. Yang agreed to pay $620,000 to obtain the 300 parts through subterfuge.

According to the complaint, in the early spring and summer of 2010, Yang met with a person working with law enforcement to discuss his desire to purchase the parts and ways to get them. In September and October 2010, there was a series of meetings with undercover agents posing as contacts who could obtain the restricted parts. On multiple occasions Yang and the participants in the meetings discussed legal restrictions on exporting these types of parts. In late July 2010, Yang was detained when he returned from a trip to China and was questioned about some equipment in his luggage. Customs and Border Protection personnel as well as HSI agents reviewed with Yang the laws regarding technology going to China. Yang continued to try to purchase the parts for export, arranging to wire transfer funds to an account controlled by those he thought would assist him. In fact, the account was set up by the FBI.

The charges contained in the complaint are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

Conspiracy to violate the Arms Export Control Act is punishable by up to five years in prison.

The case is being investigated by the FBI with assistance from HSI. The case is being prosecuted by Assistant U.S. Attorneys Todd Greenberg and Tom Woods.

Diplomats fear that China used Microsoft source code for cyber warfare

One of the latest batch of leaked US embassy cables suggest that China is abusing its access to Microsoft source code by using the information to carry out cyber warfare.

The latest cable released by Wikileaks, and uncovered by The Guardian, suggests that the Chinese government is using licensed access to Microsoft source code in both a defensive and offensive manner.

TOPSEC is China’s biggest network security company and is one of the companies authorized by the Chinese government to have access to Windows source code for evaluation. CNITSEC is the organization responsible for China’s IT security program.

This revelation follows on from an earlier cable where US diplomats claim that the order to carry out the attack on Google last year came from the head of China’s propaganda and censorship chief.
