N.Y. Governor Apologizes to Family, Public; Political Future Unclear

Gov. Eliot Spitzer of New York, a champion crime-fighter who built his reputation by taking on corruption on Wall Street, is the target of an investigation linking him to an upscale prostitution ring, ABC News has confirmed.

Spitzer issued a general apology today at a hastily organized news conference in Manhattan but would not respond in detail to mounting allegations of his involvement in the ring. He also declined to say whether he would resign.

"I have acted in a way that violates my obligation to my family and violates my or any sense of right or wrong," he said at an afternoon news conference, his wife Silda at his side.

"I apologize first and most importantly to my family. I apologize to the public to whom I promised better. I have disappointed and failed to live up to the standard I expected of myself. I must now dedicate some time to regain the trust of my family."

Spitzer's comments came after the New York Times reported on its Web site that the governor had admitted to senior advisers that he had had been linked to the prostitution ring. A federal wiretap apparently recorded Spitzer arranging to meet with a high-priced prostitute in Washington, D.C.

ABC has confirmed that Spitzer stayed at the Mayflower Hotel in Washington on the night of Feb. 13 and testified before Congress the following morning on the state of the bond industry.

Last week, federal prosecutors arrested four people in connection with an expensive prostitution operation called the Emperors Club. The club charged up to $5,500 an hour for one if its prostitutes, who were rated on its Web site on a scale of one to seven diamonds.

According to a federal complaint, more than $1 million was laundered through the ring over four years.

Administration officials would not say whether this was the ring with which the governor allegedly become involved. The federal complaint mentions a Emperors Club suspect identified as "Client 9."

ABC NEWS has confirmed that Spitzer was Client 9.

Spitzer, called Client 9 in the federal complaint, seems to have spent about $4,300 on the services of a prostitute identified only as Kristen. He paid for her to travel: "train tickets, cab fare from the hotel and back, mini bar or room service, travel time and hotel."

Kristen was allegedly described to Spitzer as " an American, petite, very pretty brunette, 5 feet 5 inches, and 105 pounds," according to the complaints.

The governor allegedly made a series of calls to arrange for a prostitute to come to his hotel room at 8:47 p.m., telling her that the door to his room would be left open, according to federal court papers.

According to federal documents the governor may also have asked prostitutes to engage in unprotected sex.

"Client 9" in Sex Case

New York Governor Eliot Spitzer is the individual identified as "Client 9" in court papers filed last week in connection with the break-up of an international prostitution ring, the New York Times reported on Monday.

Spitzer, a Democrat, apologized to his family and the public on Monday for a "private matter" and said he had "failed to live up to the standard that I expect of myself," but he made not reference to the New York Times report.

Spitzer was not charged in relation to the multimillion dollar prostitution ring.

Here are the key details involving Client 9 from the court papers filed in New York Federal Court:

*The papers describe six telephone calls between Client 9 and one of the defendants that were intercepted by wiretaps between Feb. 12 and 13. Client 9 arranged to meet with a prostitute on Feb. 13 in room 871 of a hotel.

(The New York Times identified the hotel as the luxury Mayflower Hotel in central Washington).

* Wiretaps also recorded the defendants discussing Client 9 between Feb. 11 and Feb. 14, including discussing his payment problems due to the late arrival of a cash deposit.

* After the deposit arrived on the 13th, Client 9 asked if he could pay an additional $1,500 to the prostitute who was to meet him that night to avoid "future payment issues."

* Client 9 later paid approximately $4,300 to the prostitute, identified as "Kristen," on the night of Feb. 13 to settle his balance from the evening as well as fund a credit with the prostitution ring.

* "Kristen" was described by one of the defendants as an American, petite, very pretty brunette weighing 105 pounds.

From knee jerk investigating I've heard about today this guy was so cheap he sent her on the budget train ride as well.

What's even worse is he won't simply take his medicine as he demanded of those on Wall Street time and time again. He's refusing to simply resign because this is a federal case that could send him to the "country club" for a long time to come.

The NYT never listed him as a Democrat.  In fact, only a couple of news sources listed his party affiliation.

If he was a Republican it would have been mentioned right after his name in ALL news sources.

The federal investigation of a New York prostitution ring was triggered by Gov. Eliot Spitzer's suspicious money transfers, initially leading agents to believe Spitzer was hiding bribes, according to federal officials.

It was only months later that the IRS and the FBI determined that Spitzer wasn't hiding bribes but payments to a company called QAT, what prosecutors say is a prostitution operation operating under the name of the Emperors Club.

As recently as this past Valentine's Day, Feb. 13, Spitzer, who officials say is identified in a federal complaint as "Client 9," arranged for a prostitute "Kristen" to meet him in Washington, D.C.

The woman met Client 9 at the Mayflower Hotel, room 871, "for her tryst," according to the complaint. Client 9 also is alleged to have paid for the woman's train tickets, cab fare, mini bar and room service, travel time and hotel.

The suspicious financial activity was initially reported by a bank to the IRS which, under direction from the Justice Department, brought kin the FBI's Public Corruption Squad.

"We had no interest at all in the prostitution ring until the thing with Spitzer led us to learn about it," said one Justice Department official.

Let me tell you what is really going on here....

This is called a warning shot.
Particularly a warning shot to others.

Let me remind you that when the powerful are in favor they can get away with anything, absolutely anything. When they step out of line, there are all kinds of ways to expose their transgressions.

This has nothing to do with high-priced hookers or money laundering. It is all about playing by the party rules, voting the right way, and being a good little superdelegate.

Interesting thought there. I followed up:

"[Client no. 9] endorsed Clinton last year, and, as recently as Feb. 26, the campaign hosted a conference call featuring [client no. 9] along with Govs. Jon Corzine (D-N.J.) and Ted Strickland (D-Ohio).

On the call, [client no. 9] said he might campaign on Clinton's behalf in Ohio in the days leading up to Clinton's victory in the state. In response to several requests for comment, one Clinton campaign aide would say only that [client no. 9] did not ever make the trip to the Buckeye State as a surrogate for the former first lady.

[Client no. 9] had not been a high-profile Clinton surrogate, and his lack of involvement was a topic during last month's conference call."

I would guess that either:
a. Because he was out of action on Super Tuesday, this means that someone sat on the revelations of the Emperor's felonious activity for at least a month.
or b. the Emperor was in the process of moving his chips behind a surer bet, drawing the wrath of the invisible hand.

If, however, the "First Black President" comes out in support of the "First Black Governor", we will be able to tell if the invisible hand was behind this one or not.

It's clear to me that Hillary knew of client no. 9's felony hooker problem before Super Tuesday and buried him in the cat litter so that he could continue to raise money for her or become useful in another way.

Now I'm just waiting on McCain to come bumbling forward to condemn Republicans for being jubilant over a criminal democrat lawmaker being caught in his own trap.

Maybe that's already happened. I admit that I haven't watched the evening news yet.

New York state Republicans threatened on Tuesday to impeach Gov. Eliot Spitzer if he does not quit over a sex scandal that has raised questions over whether he could face criminal charges.

The threat added to pressure on Spitzer, a Democrat and former state chief prosecutor who made his name fighting white-collar crime on Wall Street, to step down after a report that he hired a high-priced prostitute.

Local media cited sources saying Spitzer, 48 and married with three daughters, may resign as early as Wednesday.

"If he does not resign within the next 24 to 48 hours, we will prepare articles of impeachment to remove him," said James Tedisco, leader of the Republicans in the state Assembly.

"We need a leader in place that has the support of people on both sides of the aisle," Tedisco said.

With pressure mounting on Gov. Eliot Spitzer to resign over a call-girl scandal, investigators said Tuesday he was clearly a repeat customer who spent tens of thousands of dollars - perhaps as much as $80,000 - with the high-priced prostitution service over an extended period of time.

Spitzer and his family, meanwhile, remained secluded in their Fifth Avenue apartment, while Republicans began talking impeachment, and few if any fellow Democrats came forward to defend him. A death watch of sorts began at the state Capitol, where whispers of "What have you heard?" echoed through nearly every hallway of the ornate, 109-year-old building.

On Monday, when the scandal broke, prosecutors said in court papers that Spitzer had been caught on a wiretap spending $4,300 with the Emperors Club VIP call-girl service, with some of the money going toward a night with a prostitute named Kristen, and the rest to be used as credit toward future trysts. The papers also suggested that Spitzer had done this before.

Speaking on condition of anonymity, a law enforcement official said Tuesday that Spitzer, in fact, had spent tens of thousands of dollars with the Emperors Club. Another official said the amount could be as high as $80,000. But it was not clear over what period of time that was spent.

Still another law enforcement official said investigators found that during the tryst with Kristen on the night before Valentine's Day, Spitzer used two rooms at the Mayflower Hotel in Washington -- one for himself, the other for the prostitute. Sometime around 10 p.m., Spitzer sneaked away from his security detail and made his way to the room where she was waiting, the official said. The three officials spoke on condition of anonymity because of the sensitivity of the case.

Irony and moral outrage aside, was there a crime committed here?

The Republicans are saying that the  difference between Spitzer and Senator Vitter is that Spitzer prosecuted people for less, but their acts are similar and Vitter skated.
