Feds unseal 101-count indictment charging Birmingham Mayor Larry Langford, William Blount and Al LaPierre

A 101-count federal indictment unsealed today charges Birmingham Mayor Larry Langford, Montgomery investment banker William Blount, Blount Parrish and Co. and longtime Langford friend Al LaPierre with a series of crimes in connection with Jefferson County bond transactions and swap agreements.

The indictment charges the three men and Blount Parrish and Co. with conspiracy, bribery, fraud, money laundering, and filing false tax returns in connection with a long-running bribery scheme.
 

"Former Commission President Langford owed a duty of loyalty to Jefferson County in the administration of the county's financial affairs. He sold out his public office to his friends Blount and LaPierre for about $235,000 in expensive clothes, Rolex watches and cash to pay his growing personal debt. All the while, Blount was paid fees topping $7 million," said U.S. Attorney Alice H. Martin. "Through a web of financing agreements, Langford required many institutions to use Blount as a consultant so Blount would make fees and in turn payoff Langford. It was a classic pay to play scheme."

According to the indictment, in June 2003, Blount, Blount Parrish and LaPierre gave Langford cash and checks totalling $69,000. The money was intended to influence and reward Langford in connection with the bond transactions, the indictment said.

Prosecutors say Langford used some of the money from the bribery to buy audio equipment and to buy luxury clothing items at Shai's in Homewood.

Prosecutors are seeking forfeiture of $69,000 by Langford, and also the same amount from Blount, Blount Parrish and Al LaPierre.

BOSTON – The meeting appeared routine — a businessman and politician stopped at a sandwich shop to chat about plans to develop a nearby parcel of land. But this get-together had an unusual twist: The state senator allegedly got $10,000 in bribe money and authorities left with more evidence in the most elaborately orchestrated public corruption sting in decades in Massachusetts.

For 18 months, the operation targeting former state Sen. Dianne Wilkerson played out in upscale restaurants and scruffy eateries, through the marbled halls of the Massachusetts Statehouse and Boston City Hall.

Along the way, the probe dragged in dozens of unwitting side players, from the mayor and City Council president to Wilkerson's Senate colleagues. It also led to corruption charges against a five-term city councilman.

Wilkerson, who resigned last month after being indicted on eight federal counts of attempted extortion, has maintained her innocence.

It all started with a businessman's frustration over a liquor license. Since the investigation became public, he has identified himself as Ron Wilburn, a 69-year-old former Wilkerson backer with strong ties to the community.

The race to replace Barack Obama as Illinois' junior senator heated up Tuesday as Rep. Bobby Rush, D-Ill., called on Gov. Rod Blagojevich to name a black man or woman to the seat.

By invoking race, Rush, who is black, drove a potential wedge between the prospective white and black contenders for the seat. Rush said it would be a "national disgrace" if Obama's seat were not filled by an African American.

Illinois isn't the only state with a seat to fill. As Barack Obama takes over the White House, he leaves in his wake a host of vacancies, and some are becoming the focal points for fresh political battles.

The Illinois governor has said he plans to name the replacement by the end of the year. That person would serve out the remaining two years of Obama's term.

Jefferson likely to beat Obama-backed rival in Louisiana

In a message on his campaign Web site, Louisiana Democrat Rep. William Jefferson says he looks forward to "working in tandem with President Obama," whose election bid, he also says, he was proud to support.

But President-elect Barack Obama, who recorded a radio ad on behalf of another Louisiana Democrat, Paul Carmouche, has avoided a similar display of support for incumbent Mr. Jefferson, who, like Mr. Carmouche, is participating in a runoff election Saturday.

The snub is hardly surprising given Mr. Jefferson's pending trial on charges that he accepted bribes to promote business deals in Africa. According to the FBI, the lawmaker was videotaped accepting $100,000 from an informant before authorities later found $90,000 hidden in the freezer of his Washington home.

Nevertheless, the embattled congressman - who more than two years ago was stripped of his seat on the powerful Ways and Means Committee - is favored to win a 10th term Saturday in the heavily Democratic 2nd Congressional District, which includes New Orleans.

The wins followed Republicans' reconquest of another House seat earlier this fall that had been lost to Democrats.

In the 2nd Congressional District, which includes most of New Orleans, Republican attorney Anh "Joseph" Cao won 50 percent of the vote to Jefferson's 47 percent and will become the first Vietnamese-American in Congress. His only previous political experience was an unsuccessful 2007 bid for a seat in the state legislature.

In the 4th Congressional District in western Louisiana, Republican John Fleming squeaked past Democrat Paul Carmouche in the race to replace retiring 10-term Rep. Jim McCrery, R-La. Only a few hundred votes separated the two.

The father of disgraced former Gov. Eliot Spitzer suffered his own disgrace yesterday, when a Bronx jury found he discriminated against four black employees and ordered him to pay more than $1 million in penalties.

The jurors took about four hours to decide that racism prompted Bernard Spitzer, 84, to improperly fire a doorman and three porters in 1999 from a building he owned at 150 E. 57th St. in Manhattan.

The jurors ordered him to pay a total of $1.3 million to Anthony Haydenn, 34, Akim Rodriguez, 38, Leanard Boyce, 71, and Treavor Morris, 32.

The men originally filed suit nearly a decade ago, and were hoping to get $8 million from the ex-governor's millionaire dad.

Still, the four men said they were pleased.

"I'm happy," Hayden said. "It's a decision that was long overdue."

"I feel vindicated," Rodriguez added. "We worked hard, we should have [what] we were entitled to."

The elder Spitzer was not in court. His lawyer declined to comment, but a spokesman said the fight wasn't over.

"We are more than disappointed," said Lloyd Kaplan. "There was no evidence showing any discriminatory behavior by Mr. Spitzer."

Report: Rangel paid his son nearly $80K for 'poorly designed' websites

The Politico reports that Rep. Charles Rangel, the New York Democrat, paid his son nearly $80,000 for two "poorly designed" campaign websites.

That's not illegal, but it does raise questions about whether the powerful Ways and Means Committee chairman was using campaign funds to enrich a relative, the paper says.

"Steven Rangel’s design for his father’s National Leadership PAC site appears to have been slapped together in a hurry, intermittently updated and never spell-checked," the paper says.

Union-founded nonprofit spent zero on its charitable purpose in two years

A nonprofit organization founded by California's largest union local reported spending nothing on its charitable purpose -- to develop housing for low-income workers -- during at least two of the four years it has been operating, federal records show.

The charity, launched by a scandal-ridden Los Angeles chapter of the Service Employees International Union, had total expenses of about $165,000 for 2005 and 2006, and all of the money went to consulting fees, insurance costs and other overhead, according to its Internal Revenue Service filings.

Charity watchdogs say that nonprofits should never have zero program expenses in two successive years and that well-performing charities direct at least 70% of their annual spending to their charitable purpose.

"Of the 5,000-plus charities we've looked at, I don't think we've ever seen one that didn't spend anything on its charitable programs," said Sandra Miniutti, vice president of Charity Navigator, an online rating service.

A fresh ethics controversy threatened to further complicate Barack Obama's White House transition today as his cabinet neared completion with the nomination of his Education Secretary.

After a week in which Mr Obama's team has been sidetracked by the scandal over the Illinois governor's alleged attempt to sell his Senate seat, it emerged that a federal grand jury is investigating donations made to political action committees belonging to Bill Richardson, the New Mexico governor and the president-elect's pick as Commerce Secretary.

The grand jury in Albuquerque is trying to determine whether a financial firm was improperly awarded over $1.4 million in work from the state of New Mexico shortly after donating $100,000 to two of Mr Richardson's organisations.
