Ethics: There's a 900-pound elephant in the room in Washington named Corruption. The media don't seem to have noticed it's there — because the pachyderm is actually a donkey.

When Rep. Mark Foley, R-Fla., was exposed in the fall of 2006 sending sleazy text messages to male teenage congressional pages, the establishment press made sure it cast a heavy shadow on the entire Republican establishment. Again and again it was noted that then-House Speaker Dennis Hastert and other congressional GOP leaders obviously knew about Foley but did little or nothing.

Where are they now that Rep. Eric Massa, D-N.Y., is undone after unwelcome sexual advances toward a junior male staffer? House Majority Leader Steny Hoyer, D-Md., admits to knowing of the allegations, so where are the headlines like those in 2006 warning that this and other scandals could doom Democrats this November?

And make no mistake, there are plenty of other Democratic scandals. Citing them all might provide a musical satirist like Paul Shanklin the material to do a new version of Paul Simon's "Fifty Ways to Leave Your Lover."

Earmarks Abuse Feared After Ethics Panel Ruling

But a new interpretation of ethics rules is threatening to make it easier for lawmakers to give earmarks to big campaign contributors and expose the process to greater abuse than before, legal analysts and some lawmakers say. Their concerns were prompted by a report last week from the House ethics committee that cleared seven House members, all on the defense appropriations subcommittee, of allegations that they had improperly given tens of millions of dollars in earmarks to political contributors.

Although investigators found indications that at least two of the members had at least implicitly rewarded donors with earmarks, the committee said that the appearance of a financial reward for donors does not amount to an ethical breach in itself.

Rep. Eric Massa to resign

Democratic Rep. Eric Massa will resign from Congress on Monday, only days after reports first surfaced that the freshman New York lawmaker was under investigation by the House ethics committee for allegedly sexually harassing a male staffer.

Massa was preparing the news in the Corning Leader, his local newspaper, but several media outlets were already reporting the news Friday afternoon.

In a statement released Friday, Massa directly addressed the ethics issue for the first time, acknowledging that he used language that might have made staffers uncomfortable. But he did not specifically address any specific sexual harassment allegations.

Detroit --Former Detroit City Councilwoman Monica Conyers was sentenced to 37 months in prison today, but not before controversy and confusion erupted when she announced she wanted to withdraw her guilty plea to bribery.

In a loud and lengthy tirade that targeted federal prosecutors and the news media, Conyers said the court was trying to make an example of her and sentence her for crimes she did not commit.

"I'm not going to be made the scapegoat for other people," Conyers told U.S. District Judge Avern Cohn. "I'm sorry that the newspapers have put pressure on you to make an example of me."

"I'm just not going to jail for something I didn't do."

Conyers' shock announcement -- "I want to withdraw my guilty plea" -- created uncertainty whether her sentencing would go ahead as a courtroom packed with media, relatives, supporters and others waited, as did a large crowd in the corridor that had been turned away from the courtroom.

The Big Wind-Power Cover-Up

Scandal: Spain exposed the boondoggle of wind power in 2009, discrediting an idea touted by the Obama administration. In response, U.S. officials banded with trade lobbyists to hide the facts.

It was a cold day at the Energy Department when researchers at King Juan Carlos University in Spain released a study showing that every "green job" created by the wind industry killed off 4.27 other jobs elsewhere in the Spanish economy.

Research director Gabriel Calzada Alvarez didn't object to wind power itself, but found that when a government artificially props up this industry with subsidies, higher electrical costs (31%), tax hikes (5%) and government debt follow. Fact is, these subsidies have the same "Cuisinart" effect on jobs as wind-generating propeller blades have on birds. Every green job costs $800,000 to create and 90% of them are temporary, he found.

The White House Office of Health Reform Director Nancy-Ann DeParle has been feverishly sending out unsolicited email messages to federal employees in an effort to build support for President Barack Obama’s health reform package over the last several weeks.

DeParle’s unsolicited emails have been regularly coming to some federal employees’ official government email inboxes for weeks without permission or request, causing some federal employees to feel threatened by the overt political language.

The Department of State employees, who receive hundreds of official government emails every day, have complained about the annoying and partisan emails but are nervous to go public for fear of retribution. The emails are addressed to the federal employees by name and use the official .gov address.

After voting ‘yes’ on health care, ‘Stupak 11′ requested $4.7 billion in earmarks

    A day after Rep. Bart Stupak, D-Mich., and ten other House members compromised on their pro-life position to deliver the necessary yes-votes to pass health care reform, the “Stupak 11″ released their fiscal year 2011 earmark requests, which total more than $4.7 billion–an average of $429 million worth of earmark requests for each lawmaker.

    The eleven members were the focus of high level pressure by House Speaker Nancy Pelosi and other top Democrats because they threatened to vote against the health care reform bill, whichpassed the House on Sunday, March 21, by a seven vote margin. Granting earmark requests are one of the ways leadership can encourage members to vote their way.

    Stupak requested more than $578 million in earmarks, including $125 million for a replacement lock on the Sault Ste. Marie, $25.6 million to build a federal courthouse in Marquette, Mich., $15 million to repaint the Mackinac Bridge and $800,000 to preserve the Quincy Mining Company smelter near Hancock in Michigan’s Upper Peninsula.

Communications Corruption at the White House

The communications team at the White House has an extremely difficult job -- and I admire how hard Ben Rhodes, Bill Burton, Tommy Vietor, and of course Robert Gibbs and others work to connect the President's policy direction with a communications effort that furthers the Obama agenda.

The role of the White House press corps is to engage this team and work on public's behalf to report not only on what they are fed by the communications team but what they are not.

There are good friendships between White House media and those they cover inside the White House -- but they can't be FRIENDS in the fullest sense. They are supposed to be rivals, wrestling over stories and the truth that is conveyed through the media to American citizens.

But an unhealthy pattern is developing in this White House -- a trend that may very well have been a part of other presidencies as well -- but what is happening today needs comment.

Some journalists seem to be putting their self interest above their responsibilities to the public as well as their employers.

As Howard Kurtz and Glenn Greenwald have both commented, many White House correspondents and other top tier journalists want to write Obama books.

Anything with "Obama" on it is running at a huge premium in the book publication market.

But the kind of books that sell need "inside access" and this is something that the communications team at the White House doles out minimally, and increasingly, only when favors are part of the arrangement.

What I have learned after discussions over the last several days with several journalists who either have regular access to the White House or are part of the White House press corps is that there is a growing sense that access is traded for positive stories -- or perhaps worse, an agreement that things learned will not be reported in the near term.

In light of new revelations about Rep. Eric Massa's (D., N.Y.) history of sexual misconduct toward his male staffers, House Minority Leader John Boehner is renewing calls for a full Congressional inquiry into what Congressional Democratic leadership knew and when they knew it.

From a statement released by Boehner this afternoon:

    “It is now readily apparent that Congressman Massa’s pattern of troubling behavior continued long after Democrats first became aware of his conduct.  Speaker Pelosi’s staff has acknowledged they knew about problems in Mr. Massa’s office back in the fall of 2009.  What action, if any, did the Speaker and the Democratic leadership take to protect Rep. Massa’s subordinates from harassment and abuse?“

    "Last month, the House of Representatives sent a clear signal that an investigation to examine and answer the very serious questions arising from Democratic Leaders’ response to their former colleague’s conduct is necessary.  It is time for the Ethics Committee to heed this call and launch an investigation to determine what Democratic Leaders knew about former Rep. Massa’s behavior, and what they did to protect the staff who were being subjected to this predator.  Democratic leaders in Congress promised the American people ‘the most honest, most open, and most ethical’ Congress in history, but they have broken that promise.  We must get to the bottom of what happened in order to repair the broken bonds of trust between the Congress and the American people.”

Poole pleads guilty to tax evasion, will cooperate

RALEIGH -- Ruffin Poole, an aide to former Gov. Mike Easley, pleaded guilty to a single count of income tax evasion Monday, sparing himself a trial on 57 counts related to corruption.

As part of his plea agreement, Poole will cooperate with investigators, suggesting that federal prosecutors have their sights firmly set on higher ranking members of Easley's administration, possibly Easley himself.

After months of silence, President Obama has thrown in his lot with embattled Illinois Democratic Senate candidate and mob banker extraordinaire Alexi Giannoulias.  During introductory remarks in Quincy, Ill., Obama offered Giannoulias a shout out, calling him the state's "soon-to-be senator."  Here's the (strangely elusive) video of the de facto endorsement — starting at 2:38:

Chicago's NBC affiliate also offers bonus footage of a man-hug Obama and Giannoulias shared on stage.  What a curious way for the president to convey his deep "concern" over Giannoulias' banking practices.  Clearly, Obama is working hard to improve his sparkling 50-percent home-state approval rating.

Obama's first auto czar faces banishment from securities industry

Remember Steven Rattner, President Obama's first auto industry czar? His tenure as the official liason between Treasury Secretary Tim Geithner and the Auto Industry Task Force that guided Obama's takeover General Motors and Chrysler was short-lived, owning to revelations of investigations by the SEC and New York Attorney General Andrew Cuomo.

The investigations center around allegations first reported soon after Rattner's appointment that he paid bribes to win business for Quadrangle from the New York state pension system. Quadrangle has since paid $12 million in fines in a settlement with state and federal officials, and publicly condemned its founder's activities as "inappropriate, wrong and unethical."

Rattner, however, was not included in the firm's settlement because, according to The New York Times, he has been fighting the SEC's move to ban him from Wall Street for three years.

Interestingly, not until the 14th paragraph of its story in Monday's edition, did the Times note that Rattner and his wife, Maureen White, are long-time Democratic fund raising heavy hitters. And not until the 15th graph did the Times acknowledge that Rattner was a Times reporter before going Wall Street and getting very rich indeed.
