Joe Biden fined $219K for 2008 presidential campaign violations

By KENNETH P. VOGEL

The Federal Election Commission has penalized Vice President Joe Biden’s 2008 presidential campaign $219,000 for accepting over-the-limit contributions and a discounted flight on a jet owned by a New York hedge fund. His campaign also was charged with sloppy record-keeping.

Biden’s campaign has indicated it will pay the penalty to the U.S. Treasury to resolve the campaign finance compliance issues, which were revealed in an audit report released Friday by the commission.

Elizabeth Alexander, a spokeswoman for Biden in the vice president’s office, called the FEC-ordered repayment “relatively small,” and said "some repayment is commonplace after presidential campaign audits.”

Biden was subject to the audit as a condition of accepting taxpayer funds for his campaign through the presidential public financing system. In all, Biden, who dropped out of the race after coming in fifth in the Iowa caucuses and was tapped eight months later to be Barack Obama’s running mate, received $857,000 in taxpayer money for his presidential campaign (including thousands of dollars after he was elected vice president) which raised $8.2 million from individual contributions, according to the report.

It found that the campaign accepted an illegal corporate contribution in the form of a round-trip flight between New Hampshire and Iowa in June 2007 for three people (it does not indicate if Biden, then a senator from Delaware, was among the passengers) on a private jet owned by GEH Air Transportation, LLC. Federal Aviation Administration records show that GEH Air Transportation is owned by the Clinton Group, a New York hedge fund controlled by George E. Hall.

Rangel charged with multiple ethics violations
New York Dem gave up Ways and Means gavel in February

A House investigative committee on Thursday charged New York Rep. Charles Rangel with multiple ethics violations, a blow to the former Ways and Means chairman and an election-year headache for Democrats.

The committee did not immediately specify the charges against the Democrat, who has served in the House for some 40 years and is fourth in House seniority. The announcement by a four-member panel of the House ethics committee sends the case to a House trial, where a separate eight-member panel of Republicans and Democrats will decide whether the violations can be proved by clear and convincing evidence.

The timing of the announcement ensures that it will stretch into the fall campaign, and Republicans are certain to make it an issue as they try to capture majority control of the House. Speaker Nancy Pelosi had once promised to "drain the swamp" of ethical misdeeds by lawmakers in arguing that Democrats should be in charge.

    Rep. Maxine Waters (D-Calif.) has chosen to go through an ethics trial, like the one lined up for New York Rep. Charles Rangel, rather than accepting charges made by an ethics subcommittee, a source familiar with the process tells POLITICO.

    The back-to-back trials of a pair of black lawmakers represent an unprecedented use of an ethics adjudication system that has rarely been used by House members accused of breaking House rules.

Democrats' version of 'culture of corruption'

Reporting on corrupt Democrats these days is a bit like covering planes that land safely. If corrupt Democrats were once a rarity, these days it's hard to keep track of who is accused of what.

Two weeks ago, we learned Rep. Charles Rangel, D-N.Y., and Rep. Maxine Waters, D-Calif., were both facing House ethics trials. Rangel is accused of everything from tax evasion to exchanging congressional favors for donations. Waters helped secure a $12 million TARP bailout for a bank in which her husband was a major investor.

President Obama headlined a fundraiser this past Thursday for Senate candidate Alexi Giannoulias, the Illinois state treasurer who financed mob casinos with his failed family bank. Meanwhile, we still don't have a verdict in the trial of former Illinois Gov. Rod Blagojevich, caught on tape by the feds allegedly trying to sell Obama's old Senate seat, the same seat Giannoulias is running to fill.

Atty. Gen. Eric Holder is facing his first real test to enforce the most heralded value of President Obama’s Administration—the ethics pledge.

Holder is being pressured to determine whether Craig Becker, a controversial recess appointment to the National Labor Relations Board, has violated that pledge more than a dozen times in just a few short months.

Prior to his confirmation being steamrolled past the Senate process in March, Becker served as associate general counsel for the Service Employees International Union (SEIU), which represents 1.8 million members, and is a former staff counsel for the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO).

Rep. Eddie Bernice Johnson violated rules, steered scholarships to relatives

Longtime Dallas congresswoman Eddie Bernice Johnson has awarded thousands of dollars in college scholarships to four relatives and a top aide's two children since 2005, using foundation funds set aside for black lawmakers' causes.

The recipients were ineligible under anti-nepotism rules of the Congressional Black Caucus Foundation, which provided the money. And all of the awards violated a foundation requirement that scholarship winners live or study in a caucus member's district.

Johnson, a Democrat, denied any favoritism when asked about the scholarships last week.

Powerful Md. state senator indicted on extortion, bribery charges

A federal grand jury has indicted powerful Maryland Senate committee chairman Ulysses S. Currie on charges of bribery, extortion, and mail fraud and making false statements.

Currie, a Democrat from Forestville in Prince George's County, is accused of taking an off-the-book job with Shoppers Food Warehouse in exchange for using his official position to influence government business to benefit the supermarket chain. He has been under federal investigation for more than two years for working as a consultant for Shoppers without disclosing the work in financial disclosure forms.
