The below article popped on the Drudge. I wonder how widespread this problem could become. If public employee contract obligations are increasing at a rate that exceeds the ability of the taxpayers to pay them, what choice would a city or county have. Either breach the contract, increase taxes or declare bankruptcy. It will be interesting to see if Sacremento or Washington bails them out.
VALLEJO (CBS 5 / AP) ― The city of Vallejo filed Friday for bankruptcy protection to deal with a ballooning budget deficit caused soaring employee costs and declining tax revenue.
The Bay Area community of about 120,000 residents is the largest California city to declare bankruptcy.
Mayor Osby Davis said the city's attorneys filed papers seeking Chapter 9 bankruptcy protection in federal court in Sacramento on Friday morning.
"We've exhausted all avenues at this point, and this is all we had left," Davis said. "I had hoped to avoid it all the way up until yesterday. It's something we can't avoid ... We can't pay our bills."
The City Council voted to authorize the city manager to file for bankruptcy on May 6 after months of failed negotiations with its public safety unions.
Some officials blame the chronic financial crisis on labor contracts they said provide overly generous pay and benefits to the city's police officers and firefighters.
Those city workers comprise about three-quarters of Vallejo's general fund.
The unions maintain compensation for Vallejo's public safety employees is in line with that of other Bay Area cities.

YES....its not surprising that a city is in bankruptcy. What is surprising is that it hasn't happened sooner and by more cities.Public Sector jobs are ....in fact ....stressing out the financial abilities of government to keep up with "OVERPAID,UNDERWORKED,PRINCELY RETIRED" government employees at all levels !!!!! Prudent managers in the private sector would have long ago made the necessary adjustments in their operating budgets........but not our government employees !!! Next big stress cracks/fissures coming are in public education arena. Columbus Public is posturing at the moment for an 8.3 mil levy to fund the so called "school plan". The 4 year price tag for this extravaganza ear marks $15.2 million for the hiring of " 44 more science teachers" . Do the math........$ 86K per teacher plus 14.5% retirement. Not bad jack for 6hrs/day....8.5 months/year. Fasten your seat belts....its going to get interesting.

Does anyone deny that Ohio has a school funding problem? At the same time, why do we continue to ignore the possibility that it is the spiraling costs of generous union contracts that are the driving force in this?
Do we want to let these contracts bankrupt Columbus, Hilliard, Worthington, Westerville...or do we want to accept that real change in these contracts is necessary?
Hilliard's overwhelming May levy defeat, strangely followed up by its school board granting another remarkably generous 3 year teacher contract, provides evidence that the leadership of the district thinks voters will continue with this indefinitely.
In November they will know if they are right. Unfortunately, if they are wrong, they will have no ability to reduce contract costs for another 2 1/2 years.
That is quite a gamble on their part. Sadly, the losers will be the children and families in the district, as it will be student programs and services that will cut, while the vast majority of teachers will enjoy business as usual.
NOTE: I have personal knowledge of Hilliard staff recently talking with 7th graders about their fears for their jobs if the levy doesn't pass. Is anyone else disgusted by the fact that school staff would campaign in this pathetic and manipulative fashion, directly to our children???

7th graders are old enough to understand the facts of life and that their education depends on a bunch of adults that have nothing to lose (those with no children in school).

Interesting. Is the Shadow implying that if the adults have nothing to lose, they also have nothing to gain?

A complete non-sequitur. Unfortunately a lot of adults have not internalized what they have to gain if the education of other people's children is successful.

A rare non-response by the Shadow.
He states that voters without kids in school have nothing to lose from the defeat of levys. Is he now saying that this is all perception and not reality?
It is not a frivilous question. If it is reality, then the shadow should share with us what a voter without kids in school loses should a levy fail. This question is at the heart of levy campaigns all over the state, so perhaps Shadow might want to take a bit of time before offering his response.

These nitwits refuse to acknowledge the public is in deed watching what's happening in regards to certified staff member's salaries in relation to levies appearing on the ballot come election day.
I seem to recall Dr. Otto Marxist publicly stating he couldn't in any way shape or form take another increase in his property taxes. There were a large number of us from CTH who heard this happen. Your concerned again about whose children receiving what kind of education? That's a hypocrite for you.
If there were such a high demand in jobs with a small number of potential qualified individuals waiting to be hired there would be a justifiable reason for these salaries to be as high as they are. Since it's the opposite the time for certified staff member's reality check is long overdue in the grand scheme of things. Typically there are at least 4-8 times the number of job seekers to any posted certified position.
It was amazing to read the Hilliard certified staff members crying why more classes weren't cut instead of staff members, what kind of education is it the kids are receiving when it's in the certified staff member's interest to worry about their jobs?
This is the same education association who attempted to bully the Hilliard Board of Education into a new contract by flooding a school board meeting with members dressed in black keeping their cellphones illuminated. Then during contract talks walked out of after school activities in protest of contract negotiations having been sent to a arbitrator, when in the end the contract that was ratified turned out to be the original offer given by the board. The only thing the thug's managed to do was force the school district to spend money it needed to spend in more needed areas of the budget.
Never mind the current elected representative of the certified staff members lives in Marysville who as well suffered a levy defeat. The public may finally be aware enough to make these certified staff members live in the real economic world the rest of us find ourselves in. Don't worry they'll be like the typical drug addict detoxing yet in the end when it's all said and done it's for the good of the children.

Here's an interesting article comparing Catholic and public schools. I only post an excerpt below. The author seems to not understand a key reason why public education is more expensive. Elementary school in a Catholic school alone costs $2,000 and incentives are usually given for having more children enrolled. Costs rise to $6,000 in high school. I believe the City of Columbus school district spends around $9,000/student. I would trust that taxpayers with the money to make their own "choice" would make better decisions than administrators currently making the decisions for them.
Catholic vs. public schools: myth and reality - comparison of financing for Catholic and public education - Brief Article - Statistical Data Included
Quote
The single per pupil statistic for public education represents the cost of a variety of programs: basic education, vocational-technical programs, special education and remedial programs. In addition, the fiscal measure of public education reflects substantial overhead costs and a transportation and food service budget. The per pupil cost for Catholic education likely compares to the cost of basic classroom education in public education -- only without an expensive superintendent's office or a fleet of yellow buses.

So...is Birmingham and its county under Democrat or Republican control?
If you scroll down to the bottom of the article, a sub story starts off: Mayor under suspicion
Quote
Among those still under suspicion is former Commissioner Larry Langford, who was elected mayor of Birmingham last year in a landslide. He has denied any wrongdoing.
The county has won repeated extensions from its creditors since March, with the latest one running through mid-November. After that, it is unclear how long the crisis can go on.
So, without yet looking, since the article doesn't mention party affiliation, I will guess Democrat.
I will look him up and make a subsequent post to see if my suspicion is correct.
Alabama county is on the brink of bankruptcy
By JAY REEVES • Associated Press
BIRMINGHAM, Ala. — Alabama's largest county appears headed for the biggest municipal bankruptcy in U.S. history, a $3.2 billion mess created by the nation's credit crunch and a colossal, corruption-riddled sewer project.
Politicians in Jefferson County — which has 658,000 residents and includes the state's biggest city, Birmingham — are struggling to find a way out of the jam, but they have mostly abandoned talk of raising taxes and fees after running into fierce opposition at raucous public meetings.
On Thursday, with their options running out, the county commissioners all but threw up their hands and decided to let the voters weigh in on Election Day with a nonbinding referendum on whether to file for bankruptcy.
"The entire nation is watching to see how we handle this," said Jeff Sewell, an assistant county attorney. "This is a question of character as well as one of finance."
A bankruptcy filing by Jefferson County would shatter the previous record of $1.7 billion, set by Orange County, Calif., in 1994.

I had a very interesting conversation with a "Rush Baby" this morning who is a certified staff member of the Dublin City Schools. His brother as well is a certified staff member of the Hilliard City Schools.
It amazed me when he and his brother both agreed to not support either levy for the simple fact they see first hand how out of touch not only are the unions, they're blown away how 2 faced the school administrations are to the taxpayers. When the 9% retirement contribution is rammed back down the taxpayer's throats in the way of literal refunds was the last straw.
His remark was to me "the education associations have turned a blind eye to what's happened to the UAW because they believe Obama will win this November".
It was simply amazing when the Dispatch ran the article of how the taxpayers have been 100% funding the retirements of Columbus City workers. That story died on the vine very quickly. Just as police and firefighters aren't allowed to receive a free lunch from businesses neither should the others when it comes to their retirements.
As my certified staff member friends agree it's all wrong because for as much as the education associations fight against home schooling it's what things will come to should this all continue on it's current path.
None of this should be a surprise.
