The article is dated, but yes and I doubt it is just China and Russia.  The idea that was floated last year was to have a pool of global currencies.  Compare this to all the money lost in investments a decade ago when they weren't diversified.  It is a huge liability in the event the dollar dives.  Given our spending habits, you can't blame them.

Any prediction on what this currency with be worth in 6 months?  How about one sucker?

Chavez’s Anti-Dollar Currency to Debut at $1.25, Nacional Says

By Alexander Cuadros

Jan. 14 (Bloomberg) -- A regional currency for trade between members of the Alba trade bloc, led by Venezuelan President Hugo Chavez, will first be used this week for a shipment of rice from Venezuela to Cuba, daily El Nacional reported.

Each sucre, as the currency is known, will be worth $1.25, the Caracas-based newspaper said, citing Venezuelan Finance Minister Ali Rodriguez. The accounting unit meant to reduce dependency on the dollar in commercial transactions will not circulate as cash.

As I have mentioned several times before,  Chavez is dangerous.  The funny thing about this (if there is anything funny) is that the Sucre was the currency of Ecuador (where president Correa is a friend of Chavez) until they adopted the dollar as currency some years ago.  We can expect the Sucre to be used by Venezuela in its dealings with Cuba, Argentina, Bolivia and Ecuaror.  Frankly it will be fun to watch when he tries to convert it into dollars.  The danger is that he might insist in using the Sucre when selling us his oil.

Carbon Currency: A New Beginning for Technocracy?
Quote
Critics who think that the U.S. dollar will be replaced by some new global currency are perhaps thinking too small.

On the world horizon looms a new global currency that could replace all paper currencies and the economic system upon which they are based.

The new currency, simply called Carbon Currency, is designed to support a revolutionary new economic system based on energy (production, and consumption), instead of price. Our current price-based economic system and its related currencies that have supported capitalism, socialism, fascism and communism, is being herded to the slaughterhouse in order to make way for a new carbon-based world.

Chavez has devalued his currency giving him more local money every time we buy a barrel of his oil (which we do in abundance) and devalues the products US producers (such as Ohio's P&G) sell to Venezuelans.

Concern at nature of US bases in Colombia

Quote
A NEWLY revealed US air force document has cast doubt on assurances by the US and Colombian governments that an agreement to give the US military access to bases in Colombia was solely for the purpose of combating that country’s drug-traffickers.

The document says one of the bases provides a “unique opportunity” for “conducting full spectrum operations throughout South America”, which it describes as a “critical region” under constant threat from “anti-US governments”.

The US-Colombian agreement, signed last Friday, gives the US military access to seven Colombian bases.

"No worries, the President has it under control"

This is precisely the type of comment that while it is meant to ridicule Obama show a lack of perspective as to what is happening.  The Colombian base initiative started with Bush when Correa (president of Ecuador and a friend of Chavez) threw out the U.S. base in Manta.  That base had been used to monitor drug activity which funds left wing guerrilla activity. It was also used to pinpoint and the eventual attack on a guerrilla/drug base on the border of Ecuador and Colombia.  It is not clear whether Chavez is a friend of the guerrillas.

Drug activity takes place in many places in Latin America.  For instance there is a town that straddles the borders of Colombia, Brazil and Peru and is a hub for drug distribution.  So yes, the bases will serve to monitor drug distribution including that which emanates from Central America and the Caribbean.  It is not surprising that people concerned with American hegemony will spin things this way.

Chavez and his friends have been harassing Colombia and if/when Colombia will in its self interest act then the U.S. will be blamed.

Chavez's wealth and power comes from our buying his oil.

My comment on Obama was just for fun.  How are we expected monitor to borders of Colombia when we can't even secure our own?

Quote
Brazil had previously expressed unhappiness at the agreement but dropped its initial objections after Colombian president Álvaro Uribe and US officials went to Brazil to explain the deal to President Lula, da Silva who said he received assurances from Mr Uribe and US president Barack Obama that “the bases will look after the internal problems of Colombia”.

It was of interest to note that the article in the Irish newspaper came out from Brazil.  Lula is distancing himself from Chavez.

"How are we expected monitor to borders of Colombia when we can't even secure our own?"

The issue here is not to monitor Colombia's borders but rather to interdict the flow of drugs which is different that interdicting the flow of people as well as to pinpoint sources of the drugs.  These activities make drug production and running more expensive and dangerous for drug traffickers. The question here is one of supply and demand.  As long as the people in the US/Europe etc. consume large amounts of drugs there will always be a flow of drugs in and guns/dollars out.

Brazil is seen as an up and coming superpower.  They have every reason to be concerned about the U.S. being in their backyard.

My point was about border security in general, not just immigration.

These activities make drug production and running more expensive and dangerous for drug traffickers.

Perhaps we shouldn't make it so dangerous/violent.  Notice of "The War on ____" only breeds more violence and spending with little success.
